Tulare County Fair Business Continuity Plan

Provided consulting services to the Division's intervention team to the Tulare County Fair, which was in financial and organizational crisis. Created a business continuity plan designed to resolve core business issues contributing to the fair's failure and return the fair to organizational stability and financial solvency. Made recommendations and provided implementation plans in the areas of length of fair, contracting, sponsorships, entertainment, carnival, and concessions.

Holiday Faire Concept, Design & Production

Provided consulting services for the concept development, design and production of the Santa Barbara Holiday Faire, a new event in conjunction with the Santa Barbara National Horse Show to bolster awareness of the horse show and provide area residents with additional holiday activities, entertainment, unique craft and gift items, and increased competitive exhibit participation opportunities.

Strategic Plan Update

Provided consulting services for updating the 28th District Agricultural Association’s Strategic Plan including on-site orientation and training, facilitation of process workshops with the fair's board, management, staff, and key stakeholders, and development of a working draft and the final planning documents. Components included strategic management orientation and training, organizational assessment, refinement of the fair's mission, vision, value statements, and development of long-range goals.

FarmFest Layout & Design

Provided consulting services for the layout and design of FarmFest, a new event in 2000 designed to provide a family-oriented hands-on farm experience to urban families at a farm newly acquired by the Hansen Trust which is administered by the UC Cooperative Extension Service, and to introduce plans for development of the Hansen Agricultural Learning and Conference Center at that site.

Tulare County Fair Core Business Function Assessment

California Division of Fairs & Expositions

Provided on-site fair-time assessment of core business functions including attendance patterns; operations and accounting; sponsorship analysis and relative benefits to the fair; contracting procedures and administration; grandstand entertainment; and carnival and concessions operations. This assessment and the resulting report provided the fair with a detailed analysis of the effectiveness of strategies already implemented from the Business Continuity Plan, and measured current operations against other strategies included in the plan but not yet initiated.

Strategic Contracting Development

Ongoing contract to assist Health Quest Enterprises and its divisions, Forward Arch and D&M Purification Systems, with the development of distribution relationships with major national retailers, government purchasing entities, consumer shows, and other public events. Health Quest distributes high-quality health related products including custom-fit orthotics, and a full line of air and water purification systems.

Interim Management/Crisis Intervention

Provided on-site interim management and transition of the organization for six months following removal of the CEO and other key employees. Already struggling in disarray and operating under intervention oversight by F&E, the removal of these employees and the causes for their removal created a variety of crisis management needs including investigation, legal and audit coordination; preparation for the Great Western Livestock Show less than two months away; management of day-to-day operations; ongoing implementation of the Business Continuity Plan strategies; and recruitment, hiring and training of interim and permanent staff including a new CEO.

Telecommunications Property Lease - Request for Proposals & Process Management

Provided consulting services for the development and management of a Request for Proposals process seeking to maximize additional revenue to the Showgrounds through the use of small, unobtrusive, inconspicuous portions of the grounds by multiple telecom-munications companies for the construction and operation of wireless communication transmission/retransmission facilities.

Exit Survey Results Analysis
